Dr. Elhami Nasr, Ph.D., PMP
AI Implementation, Program Management and Organizational Transformation
Dr. Nasr currently provides international leadership in the development of standards for artificial intelligence in project, program, and portfolio management. As a U.S. representative to ISO/TC 258 Working Group 17 and Chair of Subgroup B—Applications, he contributes to the development of ISO 21520 and helps shape emerging global guidance for the responsible, practical, and value-driven implementation of AI. His leadership bridges international standards, academic research, and real-world project and construction management applications.
He brings more than 37 years of experience leading large-scale multidisciplinary programs within government agencies, universities, and public-sector organizations. His expertise centers on transforming research, emerging technologies, and industry best practices into implementable policies, procedures, training programs, and operational systems.
He has led statewide program and project management implementation, organizational restructuring, policy and standard operating procedure development, continuous-improvement initiatives, and the establishment of cross-functional Centers of Excellence.
Dr. Nasr is a professor at ÀóÖ¦ÊÓÆµState University, Long Beach, where he has developed and taught graduate and undergraduate courses in project management, risk management, scheduling, cost control, construction safety, and design-build. His experience also includes 28 years with Caltrans, where he helped establish statewide project management policies, procedures, standards, and continuous-improvement programs.
Dr. Nigel Blampied, Ph.D., PE, PMP
AI Standards, Transportation Research and Public-Sector Program Management
Dr. Blampied currently provides international leadership in the development of standards for artificial intelligence and project management. As Deputy Leader of the U.S. delegation contributing to the development of ISO 21520, he helps shape emerging global guidance for the responsible application of AI in project, program, and portfolio management. His extensive experience developing American and international project management standards, combined with his transportation research and public-sector leadership, enables him to connect global standards with practical implementation in infrastructure organizations. He has also contributed to numerous American and international project management standards and led the development of PMI’s Government Extension to the PMBOK® Guide.
Dr. Blampied’s research and teaching focus on the management of public transportation agencies and the application of artificial intelligence to project and program management. He teaches in the Master of Transportation Management program at San José State University and serves as a Research Associate with the Mineta Transportation Institute.
Before entering academia and research, Dr. Blampied served as a Caltrans Division Chief, directing approximately 170 professionals supporting a $1.5 billion-per-year capital program. His experience includes statewide project delivery improvement, resource management, program controls, policy development, and transportation capital planning.
Dr. Tariq Shehab, Ph.D.
Applied AI, Automated Inspection and Infrastructure Management
Dr. Shehab currently provides international leadership and technical expertise in the development of standards for artificial intelligence in project, program, and portfolio management. As a U.S. representative to ISO/TC 258, he contributes to emerging international guidance on the responsible, secure, and effective implementation of AI. His research in automated inspection, intelligent infrastructure systems, cost estimating, and decision-support technologies enables him to translate global AI standards into practical applications for construction and public infrastructure organizations.
Dr. Shehab is a Full Professor of Construction Engineering and Management at ÀóÖ¦ÊÓÆµState University, Long Beach. His research focuses on infrastructure management systems for heavy civil projects, including conceptual cost estimating, project prioritization, automated inspection, rehabilitation planning, and decision-support systems.
Dr. Shehab developed the patented AI technology AUTO-DETECT® and has pioneered intelligent systems using artificial intelligence, pattern recognition, digital image analysis, database management, barcode technology, and RFID to improve infrastructure inspection, asset tracking, cost estimating, and construction management.
